The goal for ECB All Star teams is to field the best teams possible every year. The following policy will help us reach that goal in a fair and successful manner by establishing a process that will be used consistently. These teams must meet Little League Tournament Team composition and player eligibility requirements.

Little League team composition states:

Tournament teams and Eligibility Affidavit shall consist of, and must be limited to, a maximum of fourteen (14) players, one (1) manager, and a maximum of two (2) coaches.
Little League: The manager and coach(es) shall be regular season team managers and/ or coaches from the Little League Baseball (Major & or Minors) Division.

Little League player/coach eligibility rules state:

Divisions: Little League Baseball, Intermediate (50/70) Baseball

Synopsis: This allows players league age 11 and 12, who participated in 60% of their respective Intermediate (50-70) Division Regular Season games to be eligible for selection to the Little League Baseball (Major) Division tournament team. Special Games at the Intermediate (50-70) Baseball Division will NOT count towards Tournament eligibility.

Little League (Major) Division – Any player League Age 10, 11, or 12, with amateur status, who has participated as an eligible player in 60 percent (60%) of the regular season games (Special Games may NOT be counted toward this requirement) by the start of Tournament Play in their respective District, with the exception of the school baseball season, on a:

1. Little League Baseball (Major) Division team, or;

2. Intermediate (50-70) Division Team.

“League Age” is that age attained before September 1 in any given year. Thus, a participant whose 9th birthday is on September 1 or later has a League Age of 8; a participant whose 9th birthday is on August 31 or earlier (of that year), has a League Age of 9. EXCEPTION: For the 2018 season, players born May 1-August 31, 2005, shall use the April 30 age determination date and shall be considered league age 12-year-olds. See Regulation IV(a).

I.  Team Formation

1. ECB will attempt to form a total of five (5) All Star teams each year to be comprised of one (1) each 8U, 9U, 10U, 11U, & MAJORS teams.

2. All 8U, 9U, 10U, 11U teams will be age pure (age played during season) – no player may move up to another level/division. EXCEPTION: If Evaluation Committee deems necessary they may move an 11yo up to round out the best players available for the MAJORS team only. EXCEPTION: If Evaluation Committee deems necessary they may move an 7yo up to round out the best players available for the 8U team.

3. The League reserves the right to form a second team, if warranted (talent, #of players and coaches).

II. Team Composition

1. The MAJORS team will be formed from players in Majors/Intermediate Div.

2. The 11U team will be formed from players in Majors/Intermediate Div.

3. The 10U team will be formed from players in Minor.

4. The 9U team will be formed from players in Minor.

5. The 8U team will be formed from players in Minor.

III.  Player Selection
A. MAJORS (12U), 11U will be selected by the players and Coaches in Majors/Intermediate Div.

1. Player Rep/Agent will distribute ballots to all players to vote for the top 10 player/peers. Each Head Coach & (1) Assistant Coach from each Majors will vote for 10 players as well. The coaches/managers will be provided with a list of the eligible player’s statistics for review. No player needs to be nominated; the coaches will cast a vote based on player eligibility, statistics, personal observation and knowledge, etc.

2. Top 5 player selected All-stars will automatically be placed on team

3. Each Head Coach & (1) Assistant Coach from each Majors team will vote for 10 players as well. The coaches/managers will be provided with a list of the remaining eligible player’s. No player needs to be nominated; the coaches will cast a vote based on player eligibility, statistics, personal observation and knowledge, etc.

4. Top 4 coach selected All-stars will automatically be placed on team

5. All Star Team Coach has option to select additional players from list to fill out roster. This team will primarily consist of 12 year-olds; however, 11 year-olds are also eligible to make this team if necessary/worthy.

6. After the Majors team is finalized, the remaining eligible 11U players from the Majors Division pool will be picked by an Evaluation Committee. It is the committee’s position these players will be exclusively, 11yo.

7. A player must be available for practice/game dates. If not, another player will be selected from the list or league as a replacement.

B. 10U, 9U, 8U will be selected based on an evaluation process.

1. A Coach will be asked to nominate up to 4 players, but if he feels he has more, he can recommend additional players. Try and nominate 2 players from each age group if you can. Example: 10U Div., (2) 10yo & (2) 9yo

2. Teams will be formed by an Evaluation Committee (i.e. Coach’s, Board Members, President) based on batting, running/speed, fielding – grounders, fielding – pop-ups, throwing, pitching, catching (behind the plate), commitment, attitude, coachability, knowledge of the game and sportsmanship, or player statistics from regular season.

3. Each Head Coach’s & (1) Assistant Coach from each Minors team will vote for 9 players. The coaches/managers will be provided with a list of eligible players’. The coaches will cast a vote based on player statistics, personal observation and knowledge, etc.

4. The top 9 players from the coach’s votes will automatically be placed on team. The All-star Team Coach has option to select additional players from list to fill out roster.

5. A player must be available for practice/game dates. If not, another player will be selected from the list or league as a replacement.

IV. Manager/Assistant Coach Selection   

A. Manager will be selected based on one or more of the following criteria:

1. Son/Daughter must have been chosen to All Star team
2. Must in good standing order with ECB. An Interview and selection by standing Board of Directors
3. 11U/MAJORS - Coach must be rostered in Majors/Intermediate Div

4. 9U/10U - Coach must be rostered Minors

5. 8U - Coach must be rostered in Minors

B. Asst. Coaches will be selected based on one or more of the following criteria:

1. Division Asst. Coach with a son/daughter selected for the All-Star team

2. Interview and selection by standing Board of Directors

IV. Costs 

1. The parent/guardian will be responsible for associated costs of All-star uniforms, hats, and “warm-up tournament” costs. All-star coaches will provide a final cost.

2. Each All-star head coach and all assistant coaches will also be responsible for purchasing their own uniforms.

3. Estimated cost range is $60-80.
